Singapore National Cricket Teams Selection Policy

1. Purpose:
This comprehensive selection policy by the Singapore Cricket Association (SCA) outlines the structure, criteria, and procedures for selecting players to represent Singapore in the International Cricket Council (ICC), Asian Cricket Council (ACC), South-East Asian (SEA) Games, Asian Games, Olympic Games, Commonwealth Games, and National competitions scheduled by Singapore Cricket Association, ensuring fairness, transparency and consistency.

This policy was published on 09/10/2025 to stipulate the selection window for Aichi-Nagoya 2026 Asian Games (19 Sept – 4 Oct 2026). The policy will be updated and published to indicate the selection window for future SEA Games, Asian Games, Commonwealth Games, Olympic Games, ICC and ACC tournaments.

For multi-sport events such as the Asian Games, SEA Games, Commonwealth Games and Olympic Games, this policy is aligned with the Singapore National Olympic Council (SNOC) selection criteria, which shall take precedence.

2. Selection Committee:
a. The Selection Committee includes a minimum of three members appointed by the SCA Executive Committee, with one serving as chairperson.
b. Committee members must have experience representing Singapore and actively observing local games.
c. The National Coach / Coach Consultant shall provide input to the Selection Committee but will not partake in the decision-making of the selection.

3. Selection Committee Member Criteria:
a. Represented Singapore in ICC, ACC, SEA Games or Asian Games.
b. Able to present observation reports on at least 2 domestic premier games a month.
c. To be present at 60% of all National Games/ Practice games hosted by SCA locally. d. Not a member of the Executive Committee.

4. Team Selection Process:
ICC & ACC

Initially, a pool of 25+ players will be selected to form the training group. Nearer to the competition this will be trimmed to a squad of 18/16/14 (as per given guidelines) one month before ICC/ACC.
Asian Games/SEA Games.

Based on the Asian Games 2026 [AG26] technical handbook, each NOC may enter a maximum of 15 male athletes and 15 female athletes with an age limitation of 15 years old or above (born before TBC). Please adjust the squad numbers accordingly. The timeline to trim the squad, if selected by SNOC, will need to adhere to the Entry by Name deadline for Major Games.

For the SEA Games/Asian Games, the selection window and timeline will follow SNOC’s requirements:

SCA Selection Window:

a. The selection window for non-SNOC tournaments/events is estimated one year prior to team submission date.
b. For the 33rd SEA Games Thailand 2025, the selection window will be from the date of policy publication to 5th September 2025.
c. For the Aichi-Nagoya 2026 Asian Games, the SNOC selection window will be 1 May 2025 – 31 July 2026, unless otherwise stated by SNOC.
d. Selection for nomination will be based on performance, potential, and ability to contribute to team competitiveness. The SCA Selection Committee may nominate players/teams not meeting strict SNOC benchmarks but expected to achieve competitive standards by the Games.

5. Players Eligibility:

a. For ICC/ACC tournaments: as per ICC/ACC qualification rules.

b. For SEA Games/Asian Games/Commonwealth/Olympics:

- Players must be Singapore Citizens.
- Athletes above 22 years old must not hold dual citizenship at the time of nomination (as per SNOC criteria).
- Age limitation: Female athletes participating in Cricket competitions shall be 15 years old or above (born before TBC).
- Male athletes participating in Cricket competitions shall be 15 years old or above (born before TBC)
- All nominations must be made via Sport Sync at least 6 months before the Games, with clear justification provided.

6. Selection Criteria:

Performance-Based


a. Consistently high performance at national and ICC/ACC tournaments and SCA.

b. Higher weightage given to the most recent performances.

c. Performance in matches organized by SCA Annual Series [SCA Premier League], Elite Player Series, Emerging Player Series, Invitational matches, Bilateral Series, High Performance fixtures will be key factor.

d. Performance in accredited international tournaments (as per ICC/ACC or overseas tertiary institutions competitions sanctioned by SCA only). e. In case of force majeure or pandemic, immediate previous performance records will be considered.

SNOC Selection Criteria

f. Athletes who have currently achieved at least 6th placing e.g., time/distance/score/mark of the 2022 Asian Games. For team sports, they should currently be ranked 6th among the Asian Games countries.

g. Athletes/Teams who miss the qualifying standard marginally but show potential to equal or surpass it in time for the Games.

h. All achievements submitted for consideration should have taken place at international competitions sanctioned by the International and/or regional controlling bodies, but NSAs may submit the achievements from overseas championships and meets of athletes studying in overseas tertiary institutions. However, these have to be properly accredited and sanctioned to be accepted.

i. All achievements should be achieved from 1 May 2025 up to 31 July 2026, or before the Organising Committee’s Entry-By-Name deadline (to be confirmed, whichever is earlier), as the nominations have to be submitted to the SNOC Appeals Committee for approval before the deadline. NSAs may follow the SNOC selection window period (1 May 2025 - 31 July 2026), on the condition that including these results (if achieved before their NSA selection policy publication date) does not affect other athletes' nomination or non-nomination status.

j. Pursuant to the Olympic Charter (By laws to Rules 27 and 28, paragraph 2.1), “Selection shall be based not only on the sports performance of an athlete, but also on his ability to serve as an example to the sporting youth of his country.”

Attitude & Conduct

a. Behaviours towards umpires, teammates, opposition, and officials.

b. Commitment to training (minimum 65% national training sessions).

c. Demonstration of team ethic and leadership qualities.

Fitness

a. Players must maintain fitness standards required of national players under guidance of National/Fitness Coach.

Availability

a. Players must prioritize Singapore duty and be available for 100% of national matches (ICC, ACC, SEA Games, Asian Games, HP games).

b. Exceptions may be granted under extenuating circumstances (see Section 8).

Conduct

a. All players must sign and adhere to the SCA Code of Conduct and Anti-Doping regulations.

7. Other Considerations

Selectors will also assess:
a. General conduct and character (impact on Singapore cricket’s image).

b. Past disciplinary record.

c. Current skill level and fitness.

d. Commitment and attendance.

e. Potential for future development.

f. Team spirit and ability to work well with coaches/officials.

8. Extenuating Circumstances:

Selectors may consider the following in case of non-participation in training/matches:

a. Injury or illness (supported by a medical certificate from a registered medical practitioner).

b. Travel delays (supported by verifiable official documents (e.g., airline/travel provider).

c. Bereavement (limited to a maximum of 30 calendar days of exemption, applicable to immediate family members only (parent, spouse, child, sibling, or grandparent).

d. Other exceptional circumstances as deemed appropriate and reasonable by the Selection Committee, provided supporting documentation is furnished.

e. Any other exceptional circumstance deemed relevant by selectors.

9. High Performance Working Group (HPWG)

a. The HPWG plans, monitors, and evaluates competitions/events leading up to the Major Games.

b. Minimum of 3 members, one serving as chairperson, appointed by the CEO.

10. Appeals & Rights

a. Appeals must be lodged within 7 days of team announcement in writing to the SCA Appeal Board (3 members appointed by Exco, excluding selectors/exco).

b. Appeal board will be appointed/announced by the Exco within 3 workings days.

c. Grounds for appeal: Selection not conducted in accordance with the published policy.

d. Appeal must include documentation and a $300 deposit (forfeited if unsuccessful).

e. Appeals must provide new information not previously submitted.

f. The Appeal Board shall hear appeals within 14 days, and its decision shall be final.

11. De-Selection and Athlete Replacement

A player may be de-selected if they:

a. Are unable to perform due to illness or injury (certified).

b. Fail to meet training or preparation requirements.

c. Breach anti-doping, SCA Code of Conduct, SportSG, ICC, or SNOC regulations.

d. Fail to maintain fitness standards.

e. Are subject to disciplinary action. Replacement athletes must have been nominated from the long list and selected by SNOC for the respective events. Additionally, athlete replacements after the Entry by Name deadline are subject to approval by the Games Organising Committee in accordance with their late athlete replacement policy.

12. Conflict-of-Interest Policy

a. All members of the Selection Committee and SCA Appeal Board must disclose any conflict of interest.

b. All members with conflict of interest must recuse themselves from relevant decisions.
